Steven McCredie, CPPB - President


Steven has more than 20 years purchasing and contracts administration expertise with equal experience in government and private sectors for such firms as the County of Orange, the County of Placer, Jelly Belly Candy, Hewlett-Packard, BOC Gases, and Pride Industries.  Steven has taught courses for the Sacramento State Purchasing Management program in government purchasing.  He served on the Board of ISM-Sacramento Valley in several positions through the 90’s.

Before retiring from the purchasing profession in 2010, Steve spent 35 years as buyer/product manager for several wholesale and retail distributors of lumber, building materials, tools and fasteners. He holds a lifetime C.P.M. designation.

Stephan Mayer, CPSM - Director of Marketing


Stephan has been in supply chain for over 15 yrs.  After having spent 6 years in IT manufacturing, he joined Dignity Health in Dec 2003.  He has been on the board since 2011.

Philolis (Phil) has been a member of ISM since 2002.  He has served on the Membership Committee as a member, Chair, Director, and as President.

Martin Stevenson, CPSM, C.P.M, PMP - Webmaster

With over 25 years of purchasing experience with the State of California, Martin has been a Buyer, Materials Expediter, and IT Acquisition Specialist at the Department of General Services and a Specifications Analyst, IT Web Analyst, and Purchasing Manager for the Department of Transportation.  Martin is a both a Lifetime-Certified Purchasing Manager (C.P.M.) and Project Management Professional (PMP).  He is currently the Chief of IT Contracting and Purchasing at the Department of Water Resources and Deputy Chief of DWR Drought Logistics.

Huy Wong, CPSM - Director at Large




Huy Wong is a quality and supply management professional who has spent his 20 year career thus far in the food industry. He received his B.S. in Biological Sciences

from the University of California, Irvine. His experiences include quality systems in food manufacturing, regulatory compliance, product development and commercialization, supplier management, project management, and contract negotiations. He is currently with Blue Diamond Growers and have responsibilities for international and domestic licensees, contract manufacturing, and quality. Prior to joining Blue Diamond Growers, Huy was VP of Quality and Co-Packing Operations at Western Foods, a gluten-free flour, blending, and contract packaging company.  Huy is a Board of Director of a non-profit organization dedicated to providing free medical care for rural Cambodian children and adults in remote areas where medical service is non-existent or inaccessible. In his spare time, he enjoys working on home improvement projects and spending time with his family.

Raquel Manzanillo, Professional Development Chair

Raquel has almost 30 years combined experience in Supply Chain Management with materials & procurement expertise in developing and executing worldwide sourcing strategies and managing supply line. 

She retired last May 2015 from Intel Corporation where she spent over 15 years as Supplier/Commodity/Supply Chain/Project Manager collaborating with cross-functional internal and external stakeholders to drive process improvements, productivity, profitability and efficiency.
